I prefer to price contracts based on an estimate of what work needs to be done, although hourly rates with price caps are available.

For programming projects and web page design, you will need to detail your requirements and get an estimate. This is to insure that you know what you're into, and to insure that I will be able to complete the project. Development is time-consuming and often has unpredictable problems.

Likewise, when comparing prices you should compare the project cost, not the rate per hour. What one person can do in 4 hours, another may be able to do in 1 hour. Similarly, the quality and functionality of the work should not be overlooked. Several hours on the phone trying to get something fixed on a project can be quite costly, not to mention frustrating.
